For an E-7-4R recommendation in Busan, compare your actual workplace and residence with the relevant year's revised notice. A Busan address alone does not identify the correct application route. Notice 2026-2494 lists district offices for in-person recommendation applications; keep recommendation and the later residence decision as separate stages.

Read the notice's identity first

Confirm E-7-4R rather than another regional programme. Record the year, revision date, office and your work and residence circumstances.

Busan notice 2026-2494, dated 14 August 2026, revises notice 2026-952. The number helps distinguish it from older handouts. Even if a notice says applications are accepted continuously, check subsequent amendments or closure and the present reception status.

Offices listed in that revision

This reproduces the offices in that notice, not a choice to apply anywhere. Establish the responsible district and current visit procedure first. Use newer office instructions when changed.

Separate residence and workplace

Your registered address, actual accommodation, current worksite and intended future workplace may differ. List them separately, with any moving date. A company's headquarters can also differ from its actual worksite.

Describe the genuine employment circumstances before asking the relevant office to check regional and programme requirements. Do not determine eligibility from a single address or an intention to move.

Keep recommendation and permission separate

Track preparation, local recommendation application, recommendation result and the subsequent residence application and outcome. Receiving a recommendation does not complete an application that has not been made.

The Ministry of Justice's June 2026 changes expressly address E-7-4R as well. Connect regional notices with applicable national guidance rather than copying another region's example into Busan.

Fictional example: a Busan address and work elsewhere

A fictional applicant lives in Busan but has an offer in another region. Record present status, actual residence, real worksite and intended start, then ask which regional route should be reviewed. If the company is undecided, say so. Do not record an address or job that is not real to make the case appear to fit.
