International student offers without enrolment: diagnose the missing step
Separate an admission offer, the student's intention, payment progress and university-confirmed enrolment. Use an evidence-based follow-up table and calculate conversion at a clear reporting date.
To investigate international student offers that have not become enrolments, track the offer, the student’s intention, payment progress and university confirmation separately. Sending an acceptance message does not establish that the student received it or completed registration. The useful question is where the process stopped.
A real notice shows why payment instructions matter
Jeonju University’s first-round international undergraduate notice for Fall 2026 set payment for 8–12 June 2026, ending at 16:00 KST. It specified virtual-account transfer or Flywire and excluded international credit cards. This is a historical Fall 2026 example, not a schedule for an upcoming intake. University registration notice
The student needs the applicable invoice, deadline and time zone, accepted payment method and a contact for problems. A reminder saying only “pay tuition” leaves these practical decisions unanswered.
Record the reason and its supporting evidence
Situation | Check first | Follow-up |
|---|---|---|
Instructions not received | Actual recipient address and receipt | Resend the official notice and confirm receipt |
Fee or scholarship understood differently | Invoice version sent to the student | Compare invoiced items and the applicable award |
Overseas payment underway | Method, initiation date and processing status | Reconcile using the university’s confirmation process |
Study plans changed | The student’s own decision and reason | Record the change date and close the relevant follow-up |
Response pending | Last contact and next contact date | Assign an owner and follow-up time |
Silence is not evidence of a financial problem or withdrawal. Keep a student’s stated reason separate from an officer’s working explanation.
Calculate conversion at a defined reporting date
In an illustrative round, 20 students received offers: 12 have university-confirmed enrolment, four have payment or confirmation pending, two changed their plans and two await contact. The confirmed enrolment rate at that date is 12 ÷ 20 = 60%. Do not include the four pending cases as completed. These are example figures, not GEA or university results.
Alongside the calculation, record the reporting date, admission round, offer count and evidence used to confirm registration. Where students hold multiple offers, distinguish offers by programme from unique students who finally enrol. Mixing semesters or rounds makes follow-up performance hard to interpret.
A payment screenshot is not the final checkpoint
Payment initiated, bank processing completed and university receipt confirmed are different events. Record completion according to the university’s procedure and retain the last reconciliation date. Share only the payment evidence needed for that verification.
After registration is confirmed, hand over accommodation, arrival preparation and subsequent university instructions. Keep enrolment and accommodation allocation as separate statuses so that one completed task does not hide another unfinished task.
A practical review sequence
Compare the current round’s offer list with confirmed registrations.
For unmatched students, check the last instructions received and present intention.
Assign the next action and contact date according to the blocked step.
Close the reporting round using the university’s final confirmation.
To discuss local follow-up and post-offer communication with GEA, provide the intake, how offers are communicated, who confirms registration and the recurring reasons for non-enrolment.
