International admission withdrawal and tuition refunds: a staff checklist
A student’s decision, formal university receipt, refund approval and money received are separate events. Track the documents and dates that universities and overseas partners need to share.
When a student decides not to take up a university place, the support team should confirm that decision and connect them to the institution’s formal withdrawal and refund process. A chat message or a forwarded document does not establish that a refund is complete. Record the student’s intention, institutional receipt, the amount confirmed and the actual payment separately.
Start with the institution’s current form
Kwangwoon University’s January 2026 notice for international undergraduate admission withdrawal distinguishes the withdrawal form, the student’s bank details and authorisation for payment to another person’s account. The relevant university’s accepted account and documents must therefore be checked together.
A 2024 Ministry of Education response explains that calculation considers the semester start, the point when the refund reason arose and university rules. Preserve the student’s request and the formal submission history. Record the applicable dates and rule as confirmed by the institution, rather than substituting a date chosen by the agency.
Separate five checkpoints in the refund record
GEA proposes the following working tracker. Use the institution’s actual procedure names and submission route alongside it.
Status | Date or evidence to retain | Next check |
|---|---|---|
Student decision confirmed | Personal request and confirmation date | University, intake and application to withdraw |
Documents forwarded | Forms sent and transmission date | Actual receipt by the university |
Received or correction requested | Receipt and additional request | Person responsible and correction deadline |
Amount confirmed | Institutional amount, deductions and processing notice | Recipient information and expected processing |
Money received | Receipt date, currency and amount | Any difference requiring clarification |
If the university says documents arrived, record receipt. Do not turn an incomplete file into an approved refund or describe an expected amount as money already received. Ask the institution which date it recognises for the reason giving rise to repayment and keep that answer with the case.
Match the recipient and the type of payment
Check the account holder, their relationship to the student, whether domestic or overseas accounts are accepted, required banking details and any consent or authorisation requested. A parent or agency paying the original bill does not establish that the same account will receive repayment. Send the required information through the designated route and follow any correction request.
Tuition, accommodation and agency service fees may have different recipients and contracts. Do not treat one university withdrawal application as cancelling every item. Give each payment its own request contact and repayment status. Keep the original payment currency distinct from the currency in which the institution proposes to return money.
This structure also makes progress updates clearer. “The university requested a signed authorisation” gives the student an action. “The refund is being handled” hides whether the file is complete, whether a decision exists and whether the money has left the paying institution.
A forwarded file is not a completed refund
In a hypothetical case, an overseas colleague sends forms on Monday and the university requests a missing signature on Tuesday. The status is “received—signature required.” Tell the student what must be corrected and the resubmission deadline. A correction made on Thursday should not be recorded as payment received that day.
After the institution sends a processing notice, confirm actual receipt. If the expected and received amounts differ, examine the stated deductions, transfer fees, currency and exchange separately. An unexplained difference is a question to resolve, not evidence of a new university deduction.
Close the student’s choice and each remaining task
If the student will pursue another institution, distinguish the withdrawn application from the one proceeding. Route any new admissions or stay-related follow-up to the responsible contact and keep it separate from the repayment record. A clear closure note shows money received and any item still open, allowing another colleague to continue the case.
Universities can share their withdrawal instructions and overseas communication process through GEA institutional enquiries to discuss multilingual student guidance. Agencies can use partner enquiries to define responsibilities for confirming decisions, handing over documents and communicating results.
